02/09/2002 Citizen Petrov died, after his death he left with his wife and two minor children, who were called to inherit by law. Since June 1998 Petrov monthly sent remittances to his elderly grandmother living in the village. Grandmother, learning about the death of her grandson, went to hospital and turned to a notary in September 2002. The notary refused her a certificate of inheritance. Is the notary public right? What should be done in this case?
